Breede Valley Municipality invites tenders for tender no: BV899/2021 for the fourth phase of the bulk electrical upgrading for the Transhex housing development in Worcester for a period ending 30 June 2024.
Only bidders who satisfy the eligibility criteria stated in the Standard Conditions of Bid (Clause C.2.1) are eligible to submit tenders.
It is estimated that tenderers should have a minimum CIDB contractor grading designation of 7EP or higher.
Only goods, works and services with a stipulated minimum threshold as applicable for local production and content will be considered which are as follows:

i.        Electrical Power and Telecom Cables – 90%;

ii.       Transformers (Class 1) – 80%

iii.       Steel Power and Monopole Pylons – 100%

iv.      Powerline Hardware – 100%

v.       Steel Products for Construction – 100%; and

vi.       Steel Substation Structure – 100%

All bids received shall be evaluated in terms of the Breede Valley Municipality’s Supply Chain Management Policy, read with the Preferential Procurement Regulations of 2017. It is estimated that the 80/20 preference points system will be applicable. Tenders will be evaluated in terms of price and preference.
Interested contractors can collect bid documents from the Supply Chain Management Offices, 51B Baring Street, Worcester as from Friday, 8th of October 2021. Documents may be collected during office hours Mondays to Fridays 08h00 – 13h00 and 13h30 - 15h00. A non-refundable fee of R 230-00 (Two Hundred and Thirty Rand) for each set of documents, payable by bank guaranteed cheque made out in favour of the Breede Valley Municipality, is required on collection of the bid documents. Cash deposits and EFT’s will also be accepted. Please note: The R230 is only payable if you collect the documents in hard copy from our offices. Documents are also electronic available upon request, free of charge, as the printing costs are for the bidder’s own account.

A compulsory clarification meeting with representatives of the Employer will take place at the City Hall, 93 High Street, Worcester Central on Wednesday, 20th of October 2021, starting time 11h00. Prospective tenderers who arrive later than 11h15 will not be allowed into the clarification meeting. It was deemed essential to arrange a physical clarification meeting due to the complexity of the project. Prospective tenderers shall visit the various sites as part of the clarification meeting to acquaint themselves with the existing installations and new overhead line route in order to seamlessly integrate the new works with the existing substations and systems.
The closing time for receipt of tenders is 11:00 on Friday, 12 November 2021 at the Breede Valley Municipality, Credit Control Offices, 53 Baring Street, Worcester. Tenders, in sealed envelopes, marked “TENDER BV899/2021 : BULK ELECTRICAL SERVICES FOR THE TRANSHEX HOUSING DEVELOPMENT IN WORCESTER - PHASE 4 FOR THE PERIOD ENDING 30 JUNE 2024”, must be placed in the Tender Box, located at the main entrance of Breede Valley Municipality, Credit Control Office, 53 Baring Street, Worcester. Telegraphic, telephonic, telex, facsimile, e-mail and late tenders will not be accepted.

 

Council reserves the right to accept a tender in full, partially or not at all and is not obliged to accept the lowest tender received. No bids will be considered from persons in the service of state as defined in Regulation 1 of the Municipal Supply Chain Management Regulations.
